rhel9 apr-devel doesn't work with tc-native buildconf

      CD into the native directory and run ./buildconf --with-apr=/usr/lib64/apr-1, then you will get:

      $ ./buildconf --with-apr=/usr/lib64/apr-1

Looking for apr source in /usr/lib64/apr-1
File '/usr/lib64/apr-1/build/apr_common.m4' missing - wrong apr source directory?
