Use JAVA_HOME in path to java executable

In build.bat and build.sh, JAVA_HOME is used in building the classpath but not in creating the path to the java executable that's launched. That leads to JVM version problems for odd people like me whose JAVA_HOME points to a different JDK than the system's default JDK.
