RED starts dropping messages when the underlying transport is full (TransferQueueBundler).
Add the ability to register a filter that passes a message down when the filter evaluates to true, even if the queue is full.
This would allow for some messages, e.g. credit responses, to be sent that would be dropped otherwise, when the queue is full.
