Narayana doesn't implement mp.lra.propagation.active config property

    Description

      Not sure how we missed this but we didn't implement https://download.eclipse.org/microprofile/microprofile-lra-2.0/microprofile-lra-spec-2.0.html#config-parameters. Since there was no TCK test added for mp.lra.propagation.active property we are safe and still implementing the spec.
