UID must befine a value for the maximum UID and enforce the ordering during comparison.

The UID 0:0:0:1 is a special case used to identify a last resource taking part in LRCO. At present UID does not guarantee that this (or any) UID will always be greater then the others.

UID must introduce the notion of a maximum UID, with guaranteed ordering during comparisons, which can be used by resources in LRCO.
