Notifications and reassignments with manually editable time

The current implementation of reassignments and notifications doesn't allow to set any value for the time duration. The smallest time available is 1 hour. We need to be able to set the value manually to "PT2S" for example ... because we plan to add support for ISO8601 time values: https://issues.jboss.org/browse/BAPL-1303
