Especially important for cloud deployments (but not limited to them) KIE Server should expose REST endpoints that can be used for readiness and liveness checks.

KIE Server can take some time to deploy kie containers (depending on how many of them are configured and their size/complexity). On top of that, when KIE Server is running in managed mode is cannot be considered ready until it's connected to controller and configuration is loaded.

With these server should not be available to clients until it's actually ready to receive requests - meaning all services/extensions are loads and all configured kie containers are deployed too.
