Search tab not visible when upgrading from a previous version of the console

When upgrading the console, the runtime tabs preferences are stored into the internal git repository, this causes that the search tab, which should always be visible to not show up. Old preferences for a user will not include this tab. A fix should enforce that the Search tab is always visible.
