In uncommon cases when the data source management system initialization starts, and the WF server is not yet accepting remote controller operations, the initialization attempt receives an "WFLYPRT0023: Could not connect to http-remoting://127.0.0.1:9990. The connection timed out". This is fine because the server is still starting. But the initialization do not retry. So we need a way to make the initialization to be able to retry.
