Support case definition as new resource type in authoring

As part of case management work designer should provide an easy way to create case definitions. It's still a bpmn2 resource type though it should be separated from business process type to easily distinguish what is created.

By default it should make the process as adhoc and allow to directly provide case id prefix when creating the case definition.
