Support PER_CASE runtime strategy

A new runtime strategy is introduced to support the uses cases related to case management. This strategy allows that a ksession could be reused across multiple process instances, combining the per instance and singleton strategies.
To support that at the workbench level, the runtime strategy needs to support a new option (PER_CASE) at the project editor - deployment descriptor section.
