Update kie-(drools)-wb README for Tomcat to detail how to configure jBPM runtime on Windows

There have been, and continue to be, numerous emails to the mailing lists from Users unable to configure kie-(drools)-wb on Windows with Tomcat. The User Guide's "Installation" section makes reference to the need to read the README in the Tomcat WAR but this doesn't appear clear enough for Windows Users.

Can the README's please be updated with the Windows' specific requirements, covered (AFAIK) here. I assume the reference to "odd slashes" is the Linux line-breaks.
