Installer fails to create all shortcuts on desktop

      This is a regression introduced in 5.2.0.ER2 as this was working in ER1
      When option to create shortcut on desktop is selected Installer only creates the Shutdown shortcut but doe snot create the Server Startup Shortcut.(attached screenshot)
