    Description

      For GossipRouter and TCPGOSSIP (GossipClient), the socket read timeouts, socket linger timeouts, and backlog were either not set or not set to values that would provide the best behavior in heavily utilized and/or bad network situations. This fix seeks to provide defaults for these values and/or configuration options to enable them to avoid problematic situations.
