Server is sometimes unable to start after shutdown failure of the previous one

      Description

      It happens intermittently.
      It's unable to start server "jbpapp6517" after failure to shutdown server "jts" properly. See eg.:

      Also sometimes it's unable to start server "profileservice" after failure to shutdown server "all" properly. See eg.:
