this is common behavior for all such kind editors.
One mouse click on palette - select item to insert, drug it into a place for insertion - like "Web Page Editor" and Palette does.
Currently after insertion no chance to move back in Palette View and use mouse scroll to scroll Palette content - this look like a bug, but behavior proper implementation will fix the issue.
