Remove deprecated WebServices Component

      as per JBIDE-28337, webservice component is broken due to API breaks, in't maintained, has unit tests unstable and has low usage.

      As such, it should be removed from JBossTools.

      Contributions are welcome to fix above and get it back to JBossTools.
