telemetry not sending to segment

Description of problem:

Usage events are not sent to segment

Prerequisites (if any, like setup, operators/versions):

using 4.28.0.Final, from staging

Steps to Reproduce

1. look at the $HOME/.redhat folder if a org.jboss.tools.usage.internal.telemetry file exists. if yes, rename/delete it
2. start JBossTools and accept usage ( if not already accepted )
3. create a dummy quarkus project, play around...
4. close Jbosstools
5. return to the $HOME/.redhat folder and locate the org.jboss.tools.usage.internal.telemetry file. open it and content is blank

Actual results:

segment does not receive any events.

Expected results:

segment receive events

Reproducibility (Always/Intermittent/Only Once):

Always

Workaround:

put org.jboss.tools.usage.internal.telemetry.mode=NORMAL in the file
