CRC Hangs on Starting status in some situations on Windows

      1. studio B67, crc 1.23.1 (1.24.0 was kicked out today, could be nice try as well). 2. Have all cleaned beforehand - ./crc delete and rm -rf ~/.crc.
      3. Once you have cleaned env. start studio, add crc adapter and point it to the 1.23.1 binary.
      4. Start it and let it to do setup for you - decline telemetry if needed and handle other terminal inputs.
      5. Crc is starting.
      6. Assert: certificate dialogs are shown, accept them
      7. Assert: crc is started and openshift connection created
      8. Assert: no error is in error log
      Actual results:
      1. Windows: no certificate is shown, crc is starting until it timeouts JBIDE-27737. then stopping it throws NPE, etc as in JBIDE-27736
