In JBIDE-20164, Rob fixed many misleading strings to be clear that the features are about tools for our servers:

It seems like an Oxford comma, but it doesn't really go well with the ampersand.

If there is an ampersand in the sentence, there is no comma before the ampersand, such as in a citation:
