Steps to Reproduce:

download and unzip a Tomcat 8 distro into a "servers" folder

Open Preferences > JBoss Tools > JBoss Runtime Detection

Enable the Tomcat runtime detector

Add the "servers" folder to paths
ASSERT Tomcat 8 should be detected and added as a runtime <- FAILS Tomcat 8 is not detected
