Portlet wizards should not be restricted to portlet enabled projects (regression)

      In JBIDE-2621 there is a requirement that portlet wizards should not be restricted to portlet enabled projects. In JBIDE-12126 this was broken.

      It should be possible to create portlets even if the project does not have portlet facet (JBIDE-2621). The wizard should warn that the project is missing portlet.xml file (JBIDE-12126) because it does not have portlet facets.
