requirements-bootstrap should not re-download existing zips/jars if already on disk -- provide an md5 hash check to improve performance?

      Suggest we implement some sort of caching / check-if-already-exist-and-is-a-valid-archive mechanism to allow adding a single new req into the pool w/o having to re-download the whole pool. In other words, we need to be able to bootstrap the bootstrapper.
