ResteasyProviderFactory.registerProviderInstance does not always take priority into account

    Description

      ResteasyProviderFactory.registerProviderInstance fails to include the priority when calling registerSingleton at the at 2 code paths. I've created a PR for this and will submit that shortly. I think the PR is pretty self explanatory, otherwise, please comment with questions for further info.
