Circular dependency in EAP modules

    Description

      We have circular dependencies between JBoss modules in EAP:

      org.jboss.prospero -> org.jboss.prospero-dep -> org.wildfly.installation-manager.api -> org.jboss.prospero

      AFAIU we should be careful about the priority and rather report issues as blocker in this later phase, so the priority of this jira is a blocker.
