We should be able to exclude core-tools layer from galleon base layers (datasources-web-server, jaxrs-server and cloud-server).
This change doesn't impact the documented behavior of these galleon layers.

This would allow for exclusion of core-tools that is not required in all execution contexts (eg: bootable JAR).
