Quickstarts won't build without settings.xml due to repos not configured in pom

    Description

      This is regression of JBEAP-15884 and JBEAP-16897.

      7.3.0.GA.CR1 quickstarts don't have MRRC repo configured in their pom.xml.

      Please notice the testing always needs to run with settings.xml configured to use Maven repo zip. This is because the productized artifacts are not present in MRRC before the release.

      Marking as blocker because the QS won't build with current instructions and also because this is a regression against 7.1.0.GA and 7.2.0.GA.
