Provide JBDS SOA Tooling as a downloadable update site zip (rather than unpacked update site)

    Description

      Request has come in from support to provide a zipped copy of the JBDS SOA Tooling site for offline installation.

      This zip is actually already produced as part of the build process, it just hasn't been previously published to devstudio.jboss.com or the CSP.
