Verify JBDS update site capacity for Eclipse bits

The JBDS team would like to ensure that the JBDS update site has capacity (disk and bandwidth) to support the addition of Eclipse bits. This will ensure that the version of eclipse that users pull is the same version that the JBDS release validated in product QE, and should make updating easier for customers.
