openssl warning message

    Description

      When running openssl.exe on windows, you will get the following warning message:

      $ c:\tmp\workspace\jws-3.1\bin\openssl.exe version
WARNING: can't open config file: ../etc/ssl/openssl.cnf
OpenSSL 1.0.2h  3 May 2016

      The openssl binary appears to work OK, but the openssl.cnf file doesn't exist in the distribution it seems:

      $ ls c:\tmp\workspace\jws-3.1\etc
postinstall.tomcat.bat  rewriteconf.awk
