RHEL6 RPM: Erroneously including rhel-7 resources

I noticed that the rhel-6 distribution of jbcs-httpd24-httpd installs the following files:

/opt/rh/jbcs-httpd24/root/usr/lib/tmpfiles.d/jbcs-httpd24-httpd.conf
/usr/libexec/initscripts/legacy-actions/jbcs-httpd24-httpd
/usr/libexec/initscripts/legacy-actions/jbcs-httpd24-httpd/configtest
/usr/libexec/initscripts/legacy-actions/jbcs-httpd24-httpd/graceful

The tmpfiles.d directory is only used in rhel-7 with systemd and the version of initscripts shipped in rhel-6 doesn't provide legacy-actions, so they shouldn't be included in rhel-6
