jbcs-httpd24-httpd* package cleanup

While updating tomcat-native to remove it's dependency on apr-jws3 and add jbcs-httpd24-httpd, I noticed that apr-1-config is in the -tools subpackage instead of -devel. Additionally, I think the package needs a bit of cleaning. The jbcs-httpd24-httpd package has the archive and libtool library files included (e.g. /opt/rh/jbcs-httpd24/root/usr/lib64/libaprutil-1.a and /opt/rh/jbcs-httpd24/root/usr/lib64/libaprutil-1.la). It also includes the pkdconfig directory. Let's move the following files from jbcs-httpd24-httpd/jbcs-httpd24-httpd-tools into jbcs-httpd24-httpd-devel to align with what RHEL's apr/apr-devel packages provide:
