The binary apxs from jbcs-httpd24-httpd-devel-2.4.6-70.jbcs.el7.x86_64.rpm is stored in

/opt/rh/jbcs-httpd24/root/usr/sbin/apxs

but i.e. httpd-devel-2.4.6-40.el7.x86_64.rpm (repo rhel-7-server-rpms) has apxs in

/usr/bin/apxs

So I expect apxs in:

/opt/rh/jbcs-httpd24/root/usr/bin/apxs
