provide an API to determine the current state (i.e. Stopped/Started/Starting/Stopping/etc.) of a ManagedDeployment

    Description

      Such an API was added to ManagedComponent, but I don't see one for ManagedDepoloyment (I also checked the DeploymentManager interface). We need this in Jopr/EmbJopr in order to ascertain the app's current availability.
