Moving the naming beans to the deploy directory show a dependency problem in the JUDDIService. Its missing a dependency on the jboss:service=Naming bean, and its also trying to bind into jndi when its bindJaxr attribute is being set. This happens before the JUDDIService and its dependencies are satisfied, so it cannot assume the jndi service is active.
