Make max unreplicated time for clustered session configurable in AS 5

Parent issue doesn't really apply to AS 5, as there have been significant changes in how timestamps are replicated. But, there is a concept of a maximum period after which a timestamp should replicate whether or not the session is dirty. This should be made configurable a la the parent task fix.
