AWS RDS database upgrade

AWS is ending standard support for for PostgreSQL minor versions 14.2, 14.1,
13.6, 13.5, 13.4, 13.3, 12.10, 12.9, 12.8, 12.7, 11.15, 11.14, 11.13, 11.12,
10.20, 10.19, 10.18 and 10.17. This means that RDS instances running the
listed engine versions will require an upgrade.

Acceptance criteria:

• composer dbs are upgraded to a supported version
• image builder dbs are upgraded to a supported version
