      As a user with monitor privileges create an alert definition and optionally configure event notification.
      Verify user can view available resources available for alerting and properties of the target resource
      Verify user can create a new alert definition
      Verify user can select target resource and property when creating the alert definition
      Verify user cannot create alerts for resources not authorized to access
      Verify user can setup email notification
      Verify user can setup text message notification
      Verify user can disable email notification
      Verify user can disable text message notification
