Counters don't have bucketing capability so the raw values we get back after a newly created metric looks odd (because you only get the number of raw values created at that point in time, so for the first minute you would just get one value back).

This is purely a metrics issue and will resolve once counters support buckets. See linked jira.

Since we have a bunch more metrics that were just converted to counters this issue will get worse shortly.
