Url list last downtime is not precise enough

    Description

      Relate time is not precise enough for a user to map it back to a causal event. When downtime says 'A Day Ago': was that 18 hours or 27 hours? Who knows. It gets even more imprecise from there - 'A Week Ago': was that last Thursday or Wednesday or Friday? Who knows!
