We need to create a locks cache configuration for use by Hawkular Metrics. See HWKMETRICS-514 for details.

To date we have not supported a clustered set up of hawkular-services. If we are going to allow running multiple instances, clustering is now a requirement for hawkular-metrics. Note though that the PR for this ticket does not introduce clustering support. I just want point it out.
