Reload button excluded from access control checks

      Set the server into reload required state (transactions>enable statistics) and see the standalone welcome screen. The button to reload the server config is available to the monitor role.

            StandaloneServerPresenter is annotated with @NoGatekeeper (it's the "homepage" for standalone). Thus the ACL for the toolstrip buttons are not available here.
