Rework the current tab for scoped roles to include two sections / inner tabs:
1. Standard Roles
2. Scoped Roles

The first one will contain the standard roles. They are read-only except setting the 'include-all' flag. The second tab contains the present scoped roles UI with the additional 'include-all' flag.
