Description of problem:

The text on the help icon displayed as "View only versions that are compatible with the selected ARNs in the previous step" for the toggle "view only compatible version" but for the unsupported version from the list, it is displayed as "This version is not compatible with hosted control plane". These two texts needs to be uniformed to avoid confusion to the user (ex: user could be in confusion if the hosted control plane support only these versions or it is because selected ARN does support only these versions).For hosted control plane wizard, recommendation to update help text to "View only versions that are compatible with Hosted control plane".

Steps to reproduce:

1. Launch OCM UI staging.
2. Open ROSA cluster wizard.
3. Select control plane as "Hosted".
4. Select an AWS account and roles in "Account and roles" step.
5. Proceed to next step.
6. Disable toggle "view only compactible versions" from Version field.
7. Click on help icon ? for "view only compactible versions" toggle.
8. Compare help text with text mentioned under non-supported version from the list.

Actual results:
The text on the help icon displayed as "View only versions that are compatible with the selected ARNs in the previous step" for the toggle "view only compatible version" but for the unsupported version from the list, it is "This version is not compatible with hosted control plane". To avoid confusion around the supported version irrespective of selected ARN for HCP, it would be good to uniform the text definitions.

Expected results:
The recommendation to update help text to "View only versions that are compatible with Hosted control plane" for  "view only compactible versions" toggle.
