Cannot connect to Fabric

    Description

      1. Set users.properties to
      admin=admin,admin
      2. Start server
      3. in command line
      fabric:create
      4. In Fuse Navigator create new fabric with localhost:2181 and admin/admin/admin
      5. Right click and select connect

      A dialog is opened with message that cannot connect to fabric.
