allow changing of the Camel version in a fuse project

After changing the use of the camel facet in the decouple branch we always set facet version 3.0 (no longer using the camel version here). That removes the users capability to change the Camel version of a project. We need a new context menu entry for modifying the camel version of a selected project either on the project entry or/and on the camel file or/and on the pom.xml file.

This logic should show a wizard helping to set the new camel version which can be reuse logic for version checks we have in the NewFuseIntegrationProjectWizards CamelVersionAndRuntimePage.
