Fix SY runtime Checkstyle or don't use it in SY Tooling

currently, it is reusing the Checkstyle from SY core.

The first main issue is that it forces to use spaces instead of tabs.

When configuring the Checkstyle Eclips eplugins, it reports 398 violations on o.s.tools.m2e so this checkstyle is nto usable.

The buid itself doesn't report all these errors or at least it doesn't break the build...
