Fuse IDE replace "&" with "&" event if already escaped
Users should be able to copy-paste url encoded values for endpoints.

The Fuse IDE does a replace on "&" without checking to see if its already url encoded.

Steps to reproduce:
Open the design, click on a componet, and in the URI copy and paste
"jms.queue?here=there&where=here" in the URI
Check the source, and you will see jms.queue?here=there&where=here
