ScopedConfigurationAdapter throws IllegalStateException but API defines IllegalArgumentException should be thrown

JavaDoc for org.jboss.forge.env.Configuration indicates:

Get the underlying Configuration instance of the given ConfigurationScope type. 
If no such type is available, throw IllegalArgumentException

The org.jboss.forge.shell.env.ScopedConfigurationAdapter implementation throws an IllegalStateException.
