Investigate how to enable adding new disks to JBOD brokers / migrate from single persistent disk to JBOD.

• Suggest the way things should be handled in CO
• Prepare followup JIRAs

Assumption is that we will need to decouple the PVC from the STS.

We can make some prototyping to be sure that PVC can be create "manually" without the VCT and be handled in the right way.
